Because, quite frankly, the keyboard + mouse controls are far more superior to a controller for Mass Effect in terms of aiming and movement, and that is the sheer core of the game.

Sure some people might disagree, but considering the regular complaints I see on the BioWare Social Network about Xbox and PS3 having issues with the movement, responsiveness and the inate auto-aim for them, I'd imagine those few people are a very small minority.
