@Starbuck1988 We cannot get into conversations about your first question on forums as that is off-topic.

As to the game being offline, you are able to play it offline as it is one of the games listed players can play while the EA App and Steam are both set to offline.

I disconnected the internet, put both Steam and the EA App in offline mode and launched the game, and was able to play with no internet access. The main issue is not that you cannot do it, but the app, and the game both have to be updated. The EA App requires a short authentication to make sure you own everything first, but that can be recited with a wifi connection or a hotspot on your mobile device. 

Once that is updated the first time, you don't need to be online at all in order to launch or play the game.

    So @EA_Shepard you're saying that while I'm in my new apartment with nothing, I'm out of luck. I own the game but because I don't have hot spot I can't play it because ea app needs to update and verify every single time, that's just great! Wonderful innovation!

    If you're in a place where there's no internet connection at all, EA app shouldn't know that it needs to update. > No connection, no info.

    So it should work for a considerable time before you need to establish a new connection.

    At some point, however, you will be forced to connect again, if Im not mistaken, at about 6 weeks.
