PS3 user here.
- You can't download it from the PSN for free. Not unless you get really lucky with the Sony Playstation support guys and they give you a special credit code to use when you speak to them on the phone (and the sort of luck I'm talking about is roughly the same as winning the state lotto).
- Buying the game again is certainly an option, but I suggest hiring it from the local video store first (yep, they still exist!) and seeing if another Blue-ray disc will let you into the game as normal without any issues.
- Your DLC and unlocks are tied to your PS3 saved game, PSN account and Origin account: as long as you've done nothing to any of these accounts (e.g., like get banned on the PSN, etc) it will all be fine.
And if you decide to buy it on PC (which I did too), you cannot transfer your MP ranks and character unlocks from your PS3 Origin account to the PC Origin account without some lucky assistance from an EA Support Advisor (but I've never heard of them ever doing it). So far any unlock on have on my Mass Effect 3 game on PS3 is completely seperate from what I have on my PC game.
