Are you on windows 10?
If you click on the "Documents" folder on the left side of your Windows explorer under "This PC" you come to the folder the "BioWare" folder is in?
Also try to repair ME3. (in Origin > Game Library > right click ME3 > Repair)
I'm running 7 Ultimate and yes, the BioWare folder shows up.
Tried repairing the game but still didn't work.
Do you have only that one character?

There should be four file types inside your "John_31_Soldier_280915" folder: "AutoSave.pcsav", "ChapterSave.pcsav", "Save_xxxx.pcsav" and "QuickSave.pcsav". (The last one only if you Quick Save.)
Is that correct?
Download the Save editor from here, run it and open the "ChapterSave.pcsav" > go to the "Raw" tab and look what it says under "End game state".
The game state says "LivesToFightAgain".
All the files you mentioned are inside the folder.
Try to copy your "BioWare" folder from the Documents folder of your user account to the document folder of your administrator account if it is active.
My user account is also the administrator. Is there any way I can edit the import location, like a script or command? ME2 was easier because you had that tool.

Yes I expected that your user account is also an Administrator account, still try it, sometimes ME3 is searching in the wrong folder.
My guess would be that you don't have ME2 installed at the moment, so ME3 might think that you don't have any saves to import from. As you've mentioned ME3 config tool does not have a 'path finder'. It's just a suggestion, though. The easiest way to test it out is to download and install ME2 (or, probably, try reg. editing and make windows 'think' that it does have ME2 installed).
- I actually have ME2 installed on my PC (Steam) and ME3 (Origin). I really have no idea what the problem may be. I tried reinstalling both games, repairing them both, copying the save files to double check, running directly as admin...
Not sure what could it possibly be then (unless it's some kind of steam vs origin versions conflict).
I've caried my 'bioware' save folder from 'documents' through upgrading to a new laptop and hard-reseting my win8 to default state couple of months ago. Never had such kind of issues and still can see my first ME2 endgame save on the ME3 import list. I've got all of them on Origin, though...
Is your System admin account (not your user admin account) active? If yes did you tried to copy the Bioware folder to the document folder of that account?
How many user accounts do you have on your machine.
