Unfortunately no it didnt solve it, however the files that I was supposed to run in the vc2005sp1 the vcredist_x64 and the vcredist_x86 im not certain they worked properly they went on to the part where it installs the Microsoft C++ but then out on
What do you mean by "but then out on"?

It just closed, one second it was running then it vanished, no warning, nothing to say what happened wether it failed or worked.

The 2005 files do close with no indication of success or failure. Are you still seeing the error?
As @EA_Barry mentioned the install process of the VC++ 2005 package ends without any message about success.
Go to your ">drive<:\Program Files (x86)\Origin Games\Mass Effect 3\__Installer\vc\vc2008sp1\redist" folder and run both the "vcredist_x64.exe" and the "vcredist_x86.exe" as administrator > Reboot > test.
If the error persists, go here and here and download both VC++ packages (x86 and x64) for Visual C++ 2008.
Deinstall all "Microsoft Visual C++ 2008" installations from the Windows Control panel "Programs and features" > reboot
Then install both (x86 and x64) versions you downloaded. (Run the installer as Admin) > reboot > test.
If that still don't works, deactivate the cloud save feature for ME3.
Close Origin completely.
Then move the "Mass Effect 3" folder from your "Documents/Bioware" folder to your Desktop > test the game.

ive noticed that I had a number of Microsoft visuals, should I only have 2 ?

If have not yet done so, right click the game in Origin and then Repair the game. Let that process finish and then retest.
Additional to @EA_Barry if the repair don't works.

No, there are several from different years and different versions. (x86 & x64)
Did you de-installed and reinstalled the 2008 versions of the Vc+ packages? (And only this two?)

Ive done everything suggested, nothings worked.
Please create a DxDiag in text file format, also go to your Reliability monitor (Press the windows key and "R" at the same time and copy or type "perfmon /rel" (without the quotes) in > ENTER and look if it has ME3 entries.
If yes double click at the last one, copy it to the clipboard, (Bottom left corner) save it to a text file and load it up together with the DxDiag.
You can do that with the "choose file" button at the bottom right corner of the reply window.
