Yes. That is the locked door. I spoke with and helped the guards with the Rachni incursions. I didn't kill ANY guards in the process of getting to Benezia either.

In the meantime, my brother convinced me to finally get Valheim . . . now I'm chopping down saplings with a stone axe. PLEASE GET ME INTO THE HOT LABS!!!! LOLIf you are on a PC try to repair the game.
