I have colonist background but can't get it to trigger. I've done Noveria and Therum. Do I need to do Feros before it triggers?

It should trigger after any of this missions.
You didn't get a transmission after arriving with the elevator in C-Sec?
Did you checked your journal?
I've gone down elevator many times and it hasn't triggered. Is this a bug?!
Weird, pretty sure I chose colonist, but it's acting like I chose Spacer which gives different mission. Now I'm confused. lol
