Is your Windows user account a Administrator account?
Did you used the Administrator Power Shell or CMD?

- @holger1405 Far as I know (bought off of friend who's now dropped off face of the earth)
And yes I used the Admin CMD Do you use Steam as well?
Are the saves under C:\Users\>username< \Documents\BioWare?
- @holger1405 My bad. I play through Origins, don't have a Steam version.
And yes that's where my saves are. Ok, try to crate a new Windows user Account (Administrator).
Reboot, log on to the new account > Test.
Well, after a year and the release of the legendary edition and dusting off the old save files I found a solution.
The problem was Windows Controlled Folder Access. Even the original ME wasn’t loading up properly, nor were other games that create their saves and settings in the Documents folder.
