Please make sure the "Documents\Bioware\Mass Effect 2\Save" folder is still empty.
Then move the "Documents\Bioware\Mass Effect 2\BIOGame" folder to your Desktop. > Test.
If that don't helps:
Preform a clean boot and test the Game in clean boot mode.
Make sure your virus scanner and other security software and alos Afterburner and similar software is disabled.
Make also sure that your GPU & CPU are not overclocked.
This did it! Moving BIOGame to my desktop fixed it!

Just had this problem with ME2 when EA Application was installed. In the end turning off "Run as Administrator" from ME2.EXE did the trick, works fine again. Just in case any other solution above won't work for some people. Placing Biogame on desktop didn't help for me.
