Try to repair the game. (in Origin > Game Library > right click ME2 > Repair)
If that don't helps, restart your router in this way:
Pull the power plug > wait 5 minutes > return the power plug > test.shut down your Windows firewall and disable the real-time scanner of your antivirus software.. (just for testing purpose, don't forget to activate the firewall and the antivirus software later on.)
Should it work after you disabled the firewall, here is a description how to allow a program to communicate through the firewall.
If that also don't helps try a password without special characters. (If you enable two factor authentication it won't be any less save.)

I am having the same issue. I've tried your suggestions for disabling the firewall, but it didn't make a difference. Do you have any other suggestions? I've tried repairing and reinstalling the game as well.
Does your password contain any special characters?
Do you use a private network or a university or other public network?
Do you have ME3 and if yes, does it connect to the Allianz network?

No special characters, just alphanumeric.
I've been trying to play on my secured home network. No university or public networks.
No, I don't have ME3. Do you have the game at Origin or at Steam?
If Origin, does the Client connect without problems?
Did you disabled your Virus scanner as well?
What exactly happens when you try to log in?

I have the game through Origin, and the client connects fine and will launch other games just fine. I've disabled the virus scanner and firewall. The game starts and shows the splash screens. When it prompts to press a key to continue, the cerberus network message shows up asking to continue with login or cancel. Either options kicks me to a screen that says "Please wait..." and never passes that point.
Same issue for me, an unending "Please wait..." no matter the choice of "Ok", or "Cancel" when asked to connect to Cerberus.
Only difference is I bought on Steam, during the Winter Sale.
Make sure his ports are open at your router:
TCP 42100
TCP Port Range 15200-15300
TCP Port Range 9945-9994
TCP 80You're on a home network as well?
- Previously tried the port instructions, as well as the binkw32.dll with no effect.
I also was able to contact someone at EA through Twitter, they set me up with the Origin version, however the situation remains the same...
I asked what the difference was with using the Origin version over Steam, and they replied that they potentially have access to game data.
We will see how effective it is I guess. I am also having this issue.
Definitely nothing wrong with ports, I have tried installing through Steam and Origin and both are exactly the same, can never get past the Cerberus Network login, just sits on "Please Wait..." forever.
It's very disappointing that I paid for this game and just can't play it.
