If the game tels you that DLCs are missing you must be able to start the game(s).
So, please answer this questions as exactly as you can.
What exactly is happening if you start the Games?
Is there a difference between ME2 and ME3?
When did this problems started?
Did you installed any new hardware or software to you Machine before the Problem started?
Was the Windows Anniversary Update installed before or after the problems begun?
For the Reliability Monitor. Are there entries for ME2 and/or ME3?
If yes, double click at the ME2 entry.
Then copy the ME2 error report to the clipboard, (there is a button in the bottom left corner to do so)
Copy the clipboard into an empty textile and save it.
Do the same if the Reliability Monitor has ME3 entries.
Then load both files up like you did with the DxDiag.

there are no ME entries and the games were orriginally installed around april this year. i know the orriginal game has to be installed first, and that's what's giving me the problems. ME2 is completely downloaded, and yet it won't install due to the directx error that popped up.
Ok, go here, download the latest driver for your gtx 960. (373.06)
Install it this way.
- shut down any not necessary programs in the background.
- if your GPU is overclocked set it back to the factory clocks.
- shout down any and all system monitoring programs and any overlooking tools you might have.
- shut down your virus scanner.
- install the driver only from the Exe, don't use GeForce experience.
- use the custom installation and only install the components you need. (don't deselect components you need, the installation program will deinstall them if you do)
- always preform a clean installation. (if you have profiles for games, back them up using "NVIDIA inspector") > rebootAfter the reboot install the DirectX End-User Runtimes from this post. (Make sure Origin and the game are completely closed.) > reboot > test

ok, i'm trying to install the drectx runtime, and it's not installing at all from the link in your post, another error pops up telling me to check the error logs in the windows file, and they're not there.
Ok, this looks like a Windows Problem.
Search your machine for Viruses and malware.
Also run SFC /scannow, and post the massage SFC /scannow puts out after it is finished. .
