Hmm, I see it on my Origin, in the ME3 page Extra Content section.  Scroll down through the Add-ons.

Maybe try re-installing Origin?

You did already download ME3?

Tried it through the EA Desktop App Beta?  (Probably won't work as my main doesn't even seem to have the game registered there, LOL!)
