"Razor Cortex" could never make such a big difference in performance on its own.
Programs such as "Razor Cortex" give only a marginal performance boost even on a not optimal configured system.
Your hardware should be good enoug to run ME3 at the FPS you mentioned without any additional software.
Your Windows build is relatively outdated, did you blocked updates on purpose?
Make sure that your games run on the NVIDIA GPU and not on the Intel GPU.
- Open the NVIDIA Control Panel > 3D Settings > Manage 3D Settings.
- Go to the ab "Program Settings" Tab > Search for "Mass Effect 3" in the first drop down menu.
- Go to: "Select the preferred graphics processor for this program" > Select the "High Performance NVIDIA GPU" > Apply.
