A whole week looking for a solution to this problem (actually this one and this one https://answers.ea.com/t5/Mass-Effect-Legendary-Edition/PC-HELP-EA-App-won-t-let-me -Download-Install-Execute-MELE/td-p/14325247)
They just solved it for me in a few minutes (https://help.ea.com/es/help-top-issues/?product=mass-effect-legendary-edition) I created an issue and stayed to chat with the operator.
I really don't know what they did.
Just said "I made some changes, try it now" and that's it.
The game opened instantly (all my old achievements synced)

In short, what I want to say is that it is very likely that it is not something that you can do from your PC but something that the technical support team has to fix or change.
Seriously, I'm not lying.
