I was actually able to find a save before that didn't lose a whole lot of progress but fixed my issue.

Did it also work with your previous choice? I still have the problem after making that choice again...

When opening the Tactics HUD I can see the water (and fps counter) with a flowing 145 fps again. Closing leads to a drop of 5 fps.
