I was able to buy Spectre gear in my first playthrough. I don't know what triggered it, but I had a high level and hit the money cap.
Maybe it was linked to the first patch, i finished ME 1 on insanity until the update was released and there were no spectre gear weapons, and second playthrough was after i finished the trilogy on insanity so after the update patch, this you need to do to access level 7+ weapons upgrade to 10 or the achievement upgrade a weapon to level 10 ME 3( you need to replay me3 with imported save from your last playthorugh of ME 3)
