    Than try to set the frame rate in game to unlimited (240) and use the frame rate limiter in the driver.

    (Manage 3D Settings > Application settings.)

    Set it to 140 FPS.

    It is important that your monitor is not set to a refresh rate that is under 140Hz.

    If it don't works with 140 try 110 FPS.

  • @holger1405 i tried both of these and have had no success. Then i switch to 30 FPS in-game and my shields recharge instantly.

    This problem is very strange, I had 50hrs in ME3 with no issues then out of nowhere, this happens.
