Just to ensure what has been noticed on the nvidia forum at this link and elsewhere here isn't contributing to the issue you have.

reported on the nvidia forums is a common game crash point by having fast synch enabled, so worth check it is disabled.

for you it may also be worthwhile as posted by SirBeavis666 to set monitor refresh rate from 60 to 59 in the nvidia control panel it solved his fullscreen flicker issue.

    I wasn't re-posting what i have seen on nvidia forums, in fact I haven't even been there.

    Also already tried those steps to no good result.

    Well I finally got this junk running after finding out my windows 7 was not able to install 79 new updates for some odd reason, so I upgraded to windows 10 and now it opens. I can't believe they made a patch that requires a file from a windows update. If you get that stupid "api-ms-win-crt-runtime-l1-1-0.dl" message then run your updates and see if all the updates are installed and if not then upgrade. I doubt this is everyone's problem but it was a solution for me.

    What is or is not contributing is indeed a matter of opinion. I know how to fix this patch and the game runs very smoothly for me, yet I still find myself frustrated for all of you that can't get the game to run. Use a restore point in Windows to undo the patch if you have made a restore point. Good luck 🙂

  • Thanks Aggiea. If you have any more ideas i'd be happy to try them, In the mean time i'll keep contributing (or not lol) in my own way to try to get to the bottom of this. 

    Edit: Forgot to add that i will keep the Creators update for now, as it adds features that i very much like, and i fear that a restore point probably would be ineffective due to this being what i believe is a byproduct of the Creators update. The game does run pretty decently for me in Borderless, but i think fullscreen would be the very best option.
