kazumasoju is right, the packs are given out after BW announced the mission success which is on tuesdays after regular operation weekends but this week is a special case with the DLC so I wouldn't be surprised if the packs would be available on wednesday.

The process of such operations are usually as follows:
1: The operation ends on monday.
2: BioWare go through the data and announce the results on tuesday.
3: Shortly after the announcement by tuesday, they will hand out the appropriate packs. This process can take a day.
4: If you do not have the commendation pack on wednesday or thursday, you can either check on top of the BioWare Social Network page to use the link to ask for a commendation review, or you can contact EA support and explain that you have qualified for the commendation pack, but have not recieved it.
5: You will then receive the pack if you qualify for it.
