What finally helped me is running this command from the other thread in here:

cd 'C:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME1\Binaries\Win64'
.\MassEffect1.exe -NoHomeDir -SeekFreeLoadingPCConsole -locale EN -Subtitles 20 -OVERRIDELANGUAGE=INT

this got the launcher to start and once it did everything else worked smoothly.

I suspect EA screwed up the launcher and as it's a dependency for everything else nothing is working. Not even surprising given it's still using Adobe Flash in 2021, the technology otherwise long dead and gone.
