They are supposed to be on the Pathfinder team, so should either be in medical (which you can't get to any more) or on the Tempest.

This. Your sibling is injured in more ways than one (physically, psychologically, implant related, etc.), so I would expect them to be under medical care. Since you can't get to the med facilities, I'm assuming that will be for future content or is just a lazy way of not having to worry about meaningful dialog post-ending. There were a lot of missed opportunities on Meridian at the end that I hope they plan to expand on ("hope" being the key term - not really expecting much to be honest).
