On Eos, Ryder mentions Peebee before meeting her in a conversation in the Nomad.

I haven't had that happen... at least not that I noticed. What were the circumstances? What did Ryder say about Peebee, exactly?
But to answer your question, I think the team were expecting players to do things in a specific order and either forgot to code triggers for other possibilities, didn't care enough to bother trying to account for other possibilities, or did try to account for other possibilities but screwed up. I just made a post about a similar issue regarding Meridian being mentioned in a cutscene before I had even been to the false Meridian.

In the four giants area. If you try to reach a Hitting Rocks site too early. Don't remember the conversation, just noticed her name. I believe they were talking about the Remnant.
