Samara's Dossier glitch on Liara's Terminal

For some reason I can't read Samara's dossier on Liara's terminal.  I've restarted the game and left Illium several times to see if that helps.  Everytime I try to open it, it acts as if I've closed it.  I really don't want to end my playthrough without adding Samara to the team.  How can I fix this?  Anyone know?  Please help.

Edit: Wow.  I'm just finding out now that because of a glitch in the game I can't recruit Samara since I've already finished the Shadow Broker mission.  That's a very bad glitch.  So basically I have to restart the game so I can finish the game.  Man...I just wanna break something.  I don't think it's possible to advance either without finishing up the recruitment quests.  I'm at the end of the game and I can't finish without Samara. 

Would be nice if someone could fix this, even if it's an older game.  That's messed up.
