Shepard's locker isn't used for weapons and armor. You set Shepard's weapons and armor in the Equipment tab in the start menu (at the very top of the wheel). You don't always have a character in your squad with you, so the other characters have lockers so that you can modify their weapons and armor all at once. You always have Shepard, so no need to go to a locker.
The Equipment tab will modify the weapons and armor of anyone currently in your squad. Use L2 and R2 to cycle between characters.
