Do what @Fred_vdp suggest:
Go into your NVIDIA control panel > Manage 3D settings > Program settings > navigate to "Masse Effect 3" (Instead of Autodesk in the picture) and make sure that the "High performance NVIDIA Processor" is set for the game.

umm well , i already did that , have you another solution? there is program name Windows Host prosses , one;s i disabled that and game worked normal 60 fps but after that that solusion doesnt not work too

The Windows host process (rundll32.exe) is a critical Windows process and can't be stopped. (Well, it can, but that is a very bad idea.)
Unless the "rundll32.exe" you stopped was a virus, the problem was not the Windows host process but one of the dll's it executed.
Run the Windows System File Checker Sfc /scannnow and post the concluding message.
