I think some improvements could be made, but nothing TOO drastic or big. We must keep in mind the timeline. To get things growing too much in a short amount of time feels off (we already have to put up with the sudden appearance of the Outpost fully built in a whiff of destiny). I already think that they have exaggerated with the size of New Tchuchanka, all done marginally around one year only.
The sudden appearance can at least be handwaved with the notion that they're using prefab colony blocks for just about everything. The larger structures like the water purifier and comm-sat array are much less believable.
Dropping additional colony blocks and being allowed to spend credits and resources towards dedicating them to certain things, however, should be entirely doable. This isn't Fallout 4-level settlement construction we're talking about.
