Nearly 8 months and this quest remains bugged. Profoundly underwhelmed by the level of post-launch support for ME:A.
Well it is only a minor quest that never starts so doesn't count toward completeness. In fact people that are new to the game wouldn't know that a quest should have triggered there. Maybe it is fixed with the next patch or maybe they simply let it go away. After all there are more serious bugs to iron out than this.

It does matter. To my knowledge, this quest still won't trigger. As Bioware has recently made notice that Andromeda won't be receiving anymore patches and the Mass Effect series will be put on ice, this likely means that, firstly, Bioware have released a game that was profoundly broken upon release, and secondly, they can't be bothered to fix their broken mess. Thirdly, fully completing Andromeda is likely to remain impossible outside modding the game and/or save files. Fourthly, we are unlikely to see any DLC and/or sequels anytime soon, if ever.
I actually like the game, and find the setting bold and enjoyable, but releasing it in a broken state and not fixing that broken mess, is totally and utterly unacceptable. If there ever is a 5th Mass Effect game, I'll probably wait to find out if it can be actually completed before buying.
As a long-standing fan of the franchise, I am utterly appalled at how Bioware is treating the game, and their customers. Releasing a broken game and refusing to fix it is effectively an extended middle-finger to fans of the franchise. Really thought EA / Bioware was better than this. Given that Mass Effect 2, a game published 7 years ago, still contains bugs, my hopes for Andromeda are effectively zero.

I had a look through the game files with FrostyEditor, and it seems there are two conditions in order to trigger this task.
One is talking to the Turian doctor.
Second is scanning the plant behind the stoners.
Once you do that, the task Running a Fever should pop up in your journal and on screen...supposedly. However, I tried it and it doesn't.

That is correct. It seems that it (for whatever reason) was removed with the hotfix that solved a crash when you got close to the stoners house.
