No one has been able to discover what it's for. I remember there's a dead console that never activates and a door you can't get through.
You only needed one glyph for the tiller itself. So the rest is either part of a bug or missing content.
Hm, I'm really not sure that it's not explained, really. Things like these often make me buggy, and I remember it didn't left anything pending in my brain.
Unless I was too sleepy to reassess?
