Finally got it on PC. Deleted the app, created new team and used MP strike menu only. When it got 20 lvl went to Prestige -> Challenges. Top Talent appeared right after the sync icon at the bottom right in the Challenges menu.
My forth team is now on last mission to level up. Will check tonight if it will unlock. If not I will delete all my strike teams and start a new one to see if that helps.
Finally unlocked.
After deleting the app and using the multiplayer menu several days to level up my 4th team to 20. Went to prestige, challenges straight after final debrief of my team and there it unlocked.
Finally... here's how I did it:
Currently, to get this achievement, don't use the companion app (log out, maybe delete user data too -- but no need to uninstall it entirely). Just level a strike team exclusively from inside the game. Once the last mission is finished and the lvl 20 level-up happens, go to Prestige >> Challenges. A short pause will happen while the game is syncing stuff, and then origin should pop the achievement for you.
