Throughout the game, there are a number of times where it's stated SAM cannot act without a Pathfinder plugged into it.

There was nobody in the line of succession for it to contact, so it just followed its last order. Kinda makes sense given each SAM seems to have been built with its respective host species in mind. Turians are all about obeying lawful orders.
