Turian Ark and SAM *spoilers*
Throughout the game, there are a number of times where it's stated SAM cannot act without a Pathfinder plugged into it.

Without spoiling too much, think it was explained that due to certain circumstances beyond his control, the Turian SAM had complications amd isnt exactly himself at that time... So even if they wish to put him on trial, think the temporary insanity defense would apply? Think the bigger question through the ME series has been if AIs are reliable, should they be treated like organics, do AIs have a soul... Dont think there's ever a right or wrong answer to this.
