At this exact moment it is not.
I don´t get it...they release patch notes but not the patch itself. Either do both or none for god sake...

People always want patches to be announced beforehand, and actually have the patch notes released alongside the announcement rather than wait until after said patch is released. This is exactly what that is.

It's funny how many people got hurt before because of the lack of communication and the fact that Bioware didn't release any info of the patches, nor the release date until the very last moment. Now that we have info/notes but the release date (which i think gonna happen soon), seems still not good enough for some people.
Be patient, obviously they wouldn't release the notes if it the release date would be weeks away. It's a good teaser and at least we have some information that most of the community wishing/hoping for earlier.
EDIT: I just checked my origin tab for pc. The patch is out.
EDIT2: Sorry it's not out, the update on my origin tab was for something else, apologies for the confusion.

"Along with continued improvements to Mass Effect: Andromeda, the upcoming patch 1.08 also addresses feedback we received from the community."
If they're releasing the notes now, it means the patch is coming really soon. That's all anyone really needs to know.

Sorry my bad. it's not out. I saw on my origin tab that I need to refresh page as an update is out, but it wasnt MEA. Apologies for the confusion
