I had the issue before and I found a fix for it. It appears that for whatever reason, some of the files either got corrupted or went missing. In the Origin window, move your cursor over Mass Effect 3 and right click it. Select the "Repair Install" option. This should fix it. The first time I had to do it twice but then it was fine after that.
rodimusprimus: That was the first thing I tried and no it doesn't work because there are no corrupt files for the game itself or any of the dlcs that are installed. This bug still exists and I don't know what causes it. I imported my ME2 character which was imported from ME1.
Unfortunately it would appear that Bioware simply doesn't care enough, or lacks the technical skills, to fix this and many other bugs.
I think the real issue is not enough people are experiencing this problem. And if they are, they're either not noticing it or they simply don't care to want a solution (they don't let it interfere with the overall gaming experience). However, a good portion of ME3 owners -- myself included -- both strive to collect everything possible in their playthroughs, and have customization control that isn't limited by a mere bug. But having this problem occur continuously on our save files effects our gaming experience greatly.
