Weapon Mods in Campaign

Is it possible to upgrade all the (base game) weapon mods to level V only by finding all the mods scattered through the missions or do I need to purchase some on the Citadel / Normandy?

    You usually have to upgrade them through the shop to max them. If I remember correctly you can only find two mods of the same type ingame, the other 3 levels you have to buy in the shop. If you miss one in a mission you can buy that mod, too. Try the Spectre requisition terminal, it has the items you missed during your missions.

    You will find them during the missions and if you miss them, mods become available in the shops

    I know thats how most armor pieces and weapons work. Does that mean all the mods available in the shops can not be obtained during missions? including those available after Priority: Mars and Priority: Palaven?

    I tend to be low on credits early in the game and I dont want to waste the little money I have on stuff, I could otherwise simply find during mission (not to mention searching for mods encourages to explore the levels a little more). On the other hand if those mods can only be purchased, I may as well buy them ASAP.

    I just tested this because I've been trying to find a workaround to the weapon mod pickup bug.

    I played the Priority: Sur'Kesh mission yesterday (the one where you're trying to save the krogan female) and intentionally skipped all weapon mods. They did not appear in Spectre Requisitions after the mission.
