No it isn't, because I had this happen to me as well and I have that setting enabled.
This problem exists because whoever scripted these scenes did so without respecting that setting, so some scenes have helmets disabled no matter what. It's bloody annoying. Especially since there's no animations for putting on or removing helmets, it just spontaneously appears and disappears.

I don't remember the scene that well, however. If there was a conversation happening at the time, that doesn't make any sense.
true, though usually they start to convulse/spasm/flail-about. and usually bleeding and massive internal damage a bit before death.
