Can’t Move in New Sim

I’ve been trying to move Wendalyn into my town instead of Alexa for a while now. All of the dialogue and “Do you want to move Wendalyn in instead of Alexa” screens lead to no result. Everything is just empty clicks. So then I tried to move Alexa in and just invite Wendalyn back later and I cant even build Alexa a house. 

Now, Wendalyn is OUTSIDE the hotel. Shes having all of the same actions that residents can do; sniffing flowers splashing in fountain… DESPITE not being a resident and not having a house. 

Ive tried to invite Alexa back; empty clicks. Ive tried to invite a different sim instead of both and my game freezes.

Ive already restarted the game and console. Help?
