About need for speed Most wanted Time Saver Pack

So me and my cousin got the game on the house. Now our problem is that when we checked the Add ons and bonuses we can see that we both have (Need for speed most wanted time saver pack and ultimate speed pack installed. Now under the time saver pack it's stated that (Save time and get instant access to all the cars for multiplayer mode. As you might suspect we are only interested in the multi. Is there a way of using this pack as in multipayer we don't seem to have any cars and we have to unlock them. Am i understanding this correctly that we are suppose to have all the cars unlocked? or do i still have to lvl up.
