Acceleration bug on console

Hey I'm having an issue where any of my vehicles won't accelerate over 40 mph and I cannot find a fix or help. The game is unplayable and I've already recommended it to my friends and all so I'd really like to get back into playing.

    Are any buttons stuck down? Do you see issues in other games? If you have a game such as Street Fighter 5, in training mode you can see if a button is pressed when you are not touching it for example.

    Yes, it's the same on both of my controllers
