I am sorry I can't be of any help. My PC has the same problems.
The cutscenes on Need for Speed Heat, do not play very smoothly, and that first one stutters badly, and the cop at the end looks like he's moving disjointedly at about two frames per second!
This opening cutscene also caused my 12400F i5 Processor to really heat up!
My Acer Desktop's CPU fans set to Auto, couldn't keep up with the CPU load in a quick enough time, and during the opening video hit 100 Celsius!
I had to manually set the fan rotation to 60% (2770 - 2790 RPM's) speed, to stop this game doing that.
Regardless of the terrible way Acer have implemented Fan control on there PO3-640 Desktops, this proves that the Need for Speed cutscenes, especially the opening one, have been coded to be heavily reliant on the CPU, almost ignoring the graphics card!
My NVidia GeForce RTX 3060 Titanium 8 GB Graphics card, should be bearing the weight of playing games not the CPU!
For a point of reference playing Cyberpunk 2077 with my fans on Auto during the Benchmark, even run repeatedly over the course of an hour, provided a consistent high of 101 FPS, and the CPU never gets much beyond 70 Celsius!
I didn't pay much for this game, but thanks to the immense stress and headaches this caused me, not to mention having to fully test my PC, I can say I wish I hadn't even heard of this game!
