what is the best persuit tech to use for hot pursuits ?

cop pursuits 'Out in the open' & 'Loose ends' .. perhaps a couple of others are worth a try though not always as effective.
choose helicopter with road blocks as tech;
Immediately before pressing 'start', launch helicopter/roadblock but don't chase until the last racer passes and then give him 2 seconds before pursuing ..... you may be surprised at how well they work [you may need to try a few times].
I gave it a try, and was impressed! I just dont have luck using them when patroling and starting a pursuit. The racers avoid them to easy. But in the events, as you described, they worked incredibly well. busted two racers right at the start!
