Can't access visual customization items

Yeah.

I've been trying to improve the, quite frankly, boring headlights on my Volvo 242.

The game says, sure thing, those unlock at Rep level 15, so just wait until then.

Problem is...I'm Rep level 16, says the game.

So..how and where and when do I get my headlights?
