"Can't Exit The Garage With This Car. To Use This Car You Must Own Eddie's Car"

Why can't I use the Eddie's Skyline R34. Even though I drove it before and tuned it before. (Check screenshot)

Is there any issues with the servers rn? Or have anyone faced the same issue?
