Can't join friends' game

I cant join my friends and they can't join me due to the lobby always being full, help please, details would be helpful on how i am supposed to get into a supposed "always online for your friends" ga...

The best way is to load up the game and invite your friends to join your crew before you hit the Play button to join a server.

How is that a solution? That isn’t even possible before you join the server. Can you explain how to actually do that?
