Can't play offline

Hi So today my ISP has issues and I am offline most of the time, so I decided to play Need for Speed Payback. I can't play offline, because whenever I try to launch the game, I get an error that say...

    Ok, I see. So basically you can play offline if your connection drops when you are already in the game?
