Some people doing cheat with cheat engine to get base shipments, card level up and money in singleplayer. After doing cheat if they join a multiplayer game, do they'll get a ban?

That is the first I have heard about that. Don't believe everything you read about the game - Like Barry mentioned, if you suspect anyone, please let them know.
You only have to check Youtube to know that this is a quite common Problem, Payback seems to have no anti Cheating system which sounds stupid imo.
It should be possible to check that, when people get tons of token/money in a short time.
@ln5aNeGuY I watched some videos about that. They said no its not a reason of ban because you are doing this in sp not mp. But I'm not sure is that true or not, I just wanna know the truth.
@uncleberm Who doesn't want to get more cars quickly. Whatever, time will show us but you know what they say, doing cheat is a bad thing. I hope they'll get banned soon. Thanks for all answers.

Which platform is concerned about that? PC, Xbox, PS...?

All platforms are concerned because nothing is server sided on NFS Payback, they don't seem to have been scared about cheats since they don't even tried to annoy the cheaters by randomizing the values of money and parts.
But to be honnest, this is not an issue, the issue is when those guys uses the same tool to get faster in multiplayer runs or to change their score/multiplicator in drift leaderboards. The use of cheats to get some money and perf cards is not such a big advantage, you can earn 1 box each 3minutes and you will get enough of those perfs cards while playing.
