@EA_David Hey David, it was only occurring whenever I joined an online lobby and it didn't matter whether I was racing with other players or by myself while in the online lobby. I tried resetting my router and it did not change anything upon my next playthrough, however, the problem seems to no longer be occurring. So there was no immediate impact when I reset my connection, but eventually the problem seized. It was basically that the game took time to register me running through a checkpoint and by the time it did register, it was often the case that I crossed a second checkpoint already, leading the game to force me into repeating the checkpoint that already driven through.

I believe this issue may be triggered by internet issues (which can be local or on the server side of things). @archangelofjust, you mention this still happening, If you play over wifi can you try using a wired connection and see if anything changes. If this isn't possible for you/you're already wired up, a router power cycle may help.
- @EA_David To add on, I am hard-wired myself. It doesn't seem to have happened again.
