Controller not accelerating correctly on PC

Xbox one controller - accelerator only works at 50% speed - if w on keyboard is used for accelerate car accelerates normally.

controller works in 100% of other games (rocket league, wreckfest, gta v)

controller is installed and up to date under devices in device manager (windows)

upon going to control menu in game - it only lists keyboard and no gamepad controls

also mouse doesn't work in game at all.
