Cops not damageable after going through gas station

Summarize your bug I ran into an issue last night where once i hit Heat level 3 the cop became invulnerable to everything except for auto death situations (falling into water for example). It seems to happen once a police car drives through a gas station, once they do their health does not increase but can no longer go down. This same bug happened to my car once i hit HEAT 5 and used my last nightly repaid, at which point only hitting the environment could damage me. this lead to 20 min of trying to escape non destroy-able cars and having to resort to ramps to get out of the chase without losing all my hard earned Rep. I have not attempted to recreate this bug as it felt like a very cheap way to max out rep early and unfairly This may have been a one off error as i have not attempted and do not plan to attempt to recreate it.

How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? Police: Get to Heat level 3 and force police cars into a gas station Player: At heat level 5 use the gas station (mine happened to be my last repair of the night) (this may be possible earlier but was only discovered at heat 5)
What happens when the bug occurs? Police: at heat 3 police become invulnerable Player: at heat 5 your car becomes invulnerable to police damage but can be damaged by environment (including civilian cars)(this may be possible earlier but was only discovered at heat 5)
What do you expect to see? No obvious notifier occurs only that slamming into police no longer damages them including full T-bone or flipping
