Cutscene freezes PC

Question

I have maybe 10-20 fps in cutscenes. Somehow i fixed it with nvidia control panel, but i got bug with vegetation (looked blurry at ultra). I fixed it with control panel too (found solution in BFV answers), but now i have bad cutscenes again, and previous fix doesn't help (it doesn't make something at all). I have no idea what to do.&nbsp;

Now i have good cutscenes and good vegetation quality, BUT in 30fps.

Blurry vegetation fix (EA answers)
Stuttering in cutscenes fix: Go to the NVIDIA Control Panel, manage 3D settings, select nfs payback, scroll down and choose "Adaptive (half refresh rate)" in "Vertical sync". Now you'll have 30fps, but no stuttering in the cutscenes.

But I don't know how to save 60fps and watch cutscenes without a headache. Can somebody help me with it?
