I would have thought so as well. I too was unable to complete this challenge. Drifting, donutting, etc wouldn't trigger them. Only speeding and ramming would. They lit them up as 'git out' warning several times, but never pulled me for donuts, driving backwards, on the wrong side of the road, etc.
